Andrew’s role in the Spectran Environmental Division is to provide his manager's and staff support in the day to day operation of the business & future customer requirements.


Andrew started off driving trucks throughout Tasmania in 1997 till 1999 before spending time with Chas Kelly Transport in 2000 in their operations learning other tools before coming back to Spectran in 2002.

Clive has worked at global companies such as Ernst & Young, Deutche Bank & Lloyds TSB, as well as Western Power and Australian Unity before joining us at Spectran Group.

For 10 years Luke owned and operated an asphalting company south of Hobart. The company specialized in road construction, road sealing/patching, earthmoving and asphalt crack repairs. This included works and projects for State Councils, Defence Departments, State Growth and private enterprises.


Luke extended his knowledge and learnt more about contaminated materials, demolition and council maintenance contracts.

Spectran Environmental Management Operations (Transport)


Danni has work with Spectran Group for many years, and has developed his role in the company to undertake the operations of our transport department. He has the ability and management skills to run our fleet and organize interstate transport on a schedule and well budgeted structure.


His role ensures he manages all our transport drivers, their safety and scheduling for their day to day transport moves to ensure a well-run and compliant job is complete.

Chris’s attitude towards undertaking problems with various jobs has determined his history in successful and efficient completion of jobs. He has the ability to work with customers to determine a positive outcome for all and to ensure an efficient and safe job is completed.

His main role in the company is to assist and overview key projects for customers and clients to achieve a successful and positive outcome.

Andrew Hazell

Andrew’s role in the Spectran Environmental Division is to provide his managers and staff support in the day to day operation of the business & the future customer requirements.

Andrew role is to manage all our SEM safety, invoicing and customer requirements daily to manage all operational pressure to provide our staff the support they require.

Andrew is very passionate in providing our customer a solution to reduce their cost and proving a safer and better outcome.

A strong financial accounting foundation in combination with a strategic mindset and business partnering experience, enables Clive to drive decision making and support and influence business performance.

Clive is a fellow of Leadership WA and has a Certificate IV in Frontline Leadership from Leadership Management Australia (LMA).

Rob Jacobs

I have 18 years experience in property development and finance, civil construction, utility and demolition projects. Local projects I have had significant roles in are numerous but include

The role out of natural gas in Tasmania specifically operational management of gas crews, inclusive of scoping work from commencement to reinstatement.
  • Project management of local and state government projects
  • Project Management of subdivision works most recently the Southern Cross Care’s Springhaven development in Rosny
  • All Stages of the Myer / Icon Building redevelopment including fire clean up, demolition, civil earthwork, asbestos removal and flood restoration
  • Cat and Fiddle redevelopment inclusive of the largest friable asbestos removal in recent times in Tasmania
  • Client representative – Mona excavation and tunnel installation in the 2018-2019 extension

I have a Batchelor of Commerce from Tas Uni, within the Spectran Group I have spent much of my time in operations and project management including taking a key role in developing our third party audited Integrated Management System. I enjoy working with clients and our staff to provide opportunity and alternative outcomes.

Ian Moore

Environmental Services Manager

Ian’s role in the company has developed overtime and due to his background, his knowledge has enabled growth with his role and the company. Ian is a key member in our team, and his knowledge over his years of experience and qualifications, has enabled him to develop and grow his role at Spectran Group.

Ian is the Environmental Services Manager and has an integral role in the development of the company and future development with regards to contamination facilities and environmental waste development.

His background in accounting and business management has enable him to be a key account manager in his role and undertake the pricing and costings of jobs and services in his area, enabling him to have a deep understanding of his area and work with our customers to achieve the best outcome.

He specializes in waste materials and the transport and facilitating of them as well as the handling and reuse of the materials with clients and companies around Tasmania. Ian is crucial in developing our company’s future works to be more environment based, and engages his team to look forward into the future and understand the potential works that our company can undertake in this industry.

David Smith

Traffic and Labour Contracts Manager

David has worked in the Traffic Management Industry for the past 24 years.

He has previously worked at the Hobart City Council for 13 years in the areas of Technical Officer and Traffic Engineering.

Over the past two decades, David has worked as a Traffic Inspector for the Hobart City Council. This included the approval of Traffic Management diagrams and other traffic related issues. He also has experience in the preparation of traffic diagrams and implementation of all public events within the Municipality.

David has been with Spectran Group for over 10 years, and is currently the Traffic and Labour Contracts Manager.

David’s current position involves overseeing the Traffic Management Unit of the day to day running of the Traffic Division. He also assists the preparation of traffic diagrams for major public events and construction and civil works.

Peter Dixon

Traffic and Labour Manager

Peter’s knowledge in Technology and Computing at the University of Tasmania prior to starting his role with Spectran Group in 2013 has helped develop his role over the years. Peter has over 8 years combined experience over multiple industries and institutions. This, and participation in various volunteer organisations, has helped him develop a wide range of professional, educational and leadership related experiences and skills

His role with Spectran Group has involved Traffic and Business management in the construction industry throughout Tasmania over the course of his employment, undertaking business development, client management and operational outcomes within the Traffic Management division.

Peter’s role has also developed into Labour hire business operations coordinating all skilled labour hire management throughout Tasmania to meet a broad range of customer requirements.

Peter is fully qualified, as outlined in the Traffic Control for Works on Roads: Tasmanian Guide, to prepare Traffic Management plans for all requirements and takes a pragmatic approach to developing full Traffic Management Solutions.

Eric’s ability to produce sales, exceed targets and lead a team in a highly skilled industry gives him the ability to be a key member of our team.

He has experience operating machines and working as a civil labourer, developing his skills over the years undertaking the management of commercial logistics and stock.

This has enabled his role at Spectran Group since 2018 to be our equipment and crusher manager, and use his skills in leading the team in a highly orientated system to produced consistent results.

Eric manages the team and coordinates all the logistics of our working equipment and focuses on delivering an efficient and successful outcome for our customers.

Luke Cowen

Northern Operations Manager

Luke began his role at Spectran Group in 2016 first appointment as their Project Supervisor. This required Luke to run various projects managing upwards of 50 employees.

This led to establishing his role in the operations team and managing the Northern Tasmanian Team.

Luke knowledge and past projects have led to his efficient time management skills, knowledge of financial profit along with his ability to structure successful day to day operations for our client contracts and established loyal relationships with our customers.

Danni Bonney

Danni role is to ensure all costs and revenue are accurate and can work with our team and clients to quote future works accommodating with our clients to establish a respected and mutual agreement and relationship.

His ability to work in a team, communicate, listen and be reliable to his team has enabled him to manage major customers including Coates Hire and Systembuilt and build strong and long healthy relationships with them for our future works with them.

Simon Bentley

Construction Manager

Simon is a chartered engineer and his experience over the years on key projects has established his skills and management skills to conduct projects.

His role is predominantly the project management of major projects within the company. Major projects can constitute any specialist project or larger contract that our clients require.

Simon’s ability to implement his knowledge and manage his team has enabled him to successfully facilitate a job to the customers satisfaction. His ability to communicate and adapt allows him to supervise and coordinate major specialised projects with our clients.

Daryll Taylor

Contracts Manager


Reinstatement and infrastructure manager, resourcing skilled labour.

Daryll’s role at Spectran Group is managing reinstatement works, quoting works for new clientele as well as having a regular clientele base. His management skills allow him to efficiently communicate with colleagues, clients and customers and build strong relationships with our customers.

Daryll has experience working in gas, electricity and communications, and now undertakes the role of resourcing skilled labour for our demolition and civil projects. He has a vast knowledge in these fields, and his role strengthens our company to deliver the best results for our customers with the most skilled and resourceful team.


His management skills allow him to efficiently communicate with colleagues, clients and customers.

His experience working in a number of skilled areas has enabled his role to develop in the company and undertake a team efficiently and confidently.

Along with his role, his experience has led him to be involved in the natural gas roll out and more recently the NBN roll out in Hobart Tasmania.

Michael Fleming

Civil Project Manager

Michael Fleming is employed at Spectran Group as a Project Manager on Civil and Specialised Construction Projects for key clients.

Michael role involves working with the client to prove and realise development concept budgets with the intent to establish a Development Approval, followed by successful project implementation and completion.
The key to this role being that the client experience is a positive process from concept to completion. The ultimate outcome, is for Spectran to become a market leader in Civil and Specialised Construction developments.

Michael strengths include, project management experience, strong contract knowledge, sound administration processes with experience in estimating.
Michael has developed a respect in the building a civil industry through relationships with fellow industry peers, long standing clients and key supplier relationships.

Brooklyn Etherington

Asbestos and Contamination Manager


Brooklyn has extensive experience in the Asbestos, WHAS, demolition and construction industry. His ability to be efficient and well-organized has led him to have an extensive career in this industry, and his attention to detail has led him to specialized and lead our team.


Brooklyn’s credentials in the asbestos industry have enabled him to specialize his skill set and further his career and achievements in this industry.


These include:

  • Asbestos Supervisor Class-A
  • Asbestos Removal license Class-A/B
  • Asbestos Assessor license
  • Asbestos fibre counting analysist


Brooklyn’s experiences being a full-time asbestos site supervisor and assessor, along with his ability to plan and execute friable asbestos contaminated soil removal jobs, has determined his role at Spectran Group and is crucial in managing our team successfully. Along with operating a wide range of heavy machinery on sites, Brooklyn has the ability to prepare site/task specific SWMS, liaise with governing bodies, quote on projects, liaise with clients along with organize the operation of the removal team. This gives him the advantage to cover all aspects of an asbestos job from start to finish and safety complete and manage the job.

His role with Spectran Group began in 2015 and is the Environmental and Project Manager.


His responsibilities in the company are managing demolition projects and quoting projects as well looking after specialized projects. Tim’s background has enabled his role at Spectran Group to be broad and allowed him to take on major projects and high-risk asbestos jobs and become a major asset for our company over the years.

Jeffrey Altman

Safety, Quality and Environmental Manager

Jeffrey is an HSE Professional with experience in the Heavy Maritime and Water & Sewer Industries before joining Spectran Group in 2019.

Prior to working at Spectran, Jeff was the SMS Coordinator and was the Department Manager (Health & Safety) at Tas Water. His experience in the leadership, development, management and application of organisation wide systems, behavioural programs and initiatives has enable him to implement these skills into his role at Spectran Group.

Jeff has developed his own personal skills over the years developing his skills and qualifications such as:

  • NCSV Master Class V ​Marine and Safety Tasmania 
  • Handling of Dangerous Material Certificate 
  • Australian Maritime Authority 
  • Second Mates Class I Australian Maritime Safety Authority 
  • GMDSS General Radio Operator Australian Maritime Authority


Jeff’s main role in the company is coordinating key aspects of Spectran’s Safety Management Systems through establishing and implementing a health and safety management system. His role is to not only the core responsibilities of the SQE Manager, but also provides the best practice Health and Safety advice and support to all levels of our business.

Michelle Fisher

HR & Payroll Manager

The HR & Payroll division manages recruitment, onboarding, training and development for employees.

We oversee the weekly payroll operations ensuring over 170 employees are paid in a timely and accurate manner.

We also administer workers compensation claims and return to work programs, working closely with the Safety, Quality and Environmental Division to ensure all employees have a safe workplace.

The HR & Payroll division also deals with general employee queries and concerns, and we are in the early stages of developing an employee health and well-being program.
